Compared against the whole of everything else.
مَوْضِعُ سَوْطٍ فِي الْجَنَّةِ خَيْرٌ مِنَ الدُّنْيَا وَمَا فِيهَا
Mawḍiʿu sawṭin fi-l-jannati khayrun mina-d-dunyā wa mā fīhā
“A place the size of a whip in the Garden is better than the world and everything in it.”
Where this comes from
A whip laid on the ground is the smallest patch anyone could point at. It is put on one side of the scale and the entire world on the other.

Narrated Sahl:I heard the Prophet (ﷺ) saying, "A (small) place equal to an area occupied by a whip in Paradise is better than the (whole) world and whatever is in it; and an undertaking (journey) in the forenoon or in the afternoon for Allah's Cause, is better than the whole world and whatever is in it
