A statement about the order of things
Written above the Throne before anything else was made.
إِنَّ اللَّهَ لَمَّا قَضَى الْخَلْقَ كَتَبَ عِنْدَهُ فَوْقَ عَرْشِهِ إِنَّ رَحْمَتِي سَبَقَتْ غَضَبِي
When Allah completed the creation, He wrote in His book which is with Him above the Throne: My mercy has overcome My anger.

Narrated Abu Huraira:The Prophet (ﷺ) said, "When Allah had finished His creation, He wrote over his Throne: 'My Mercy preceded My Anger
