Who is worst in the sight of Allah
It is defined by what they do with their face.
The words
تَجِدُ مِنْ شَرِّ النَّاسِ يَوْمَ الْقِيَامَةِ عِنْدَ اللَّهِ ذَا الْوَجْهَيْنِ، الَّذِي يَأْتِي هَؤُلاَءِ بِوَجْهٍ
Tajidu min sharri-n-nāsi yawma-l-qiyāmati ʿinda-Llāhi dha-l-wajhayn, alladhī yaʾtī hāʾulāʾi bi-wajh
You will find among the worst of people with Allah on the Day of Resurrection the one with two faces, who comes to these with one face,

And to those with another. It is not lying and it is not gossip. It is being a different person depending on which room you are standing in.

Narrated Abu Huraira:The Prophet (ﷺ) said, "The worst people in the Sight of Allah on the Day of Resurrection will be the double faced people who appear to some people with one face and to other people with another face
