The opening claim of a sūrah
The verbs come before the nouns, deliberately.
ٱلرَّحْمَـٰنُ عَلَّمَ ٱلْقُرْءَانَ خَلَقَ ٱلْإِنسَـٰنَ عَلَّمَهُ ٱلْبَيَانَ
Ar-Raḥmān, ʿallama-l-qur'ān, khalaqa-l-insān, ʿallamahu-l-bayān.
“The Most Merciful Taught the Qur’ān, Created man, [And] taught him eloquence.”
Teaching is mentioned before creating.
