What he said had just been sent down
ʿUqbah reports it as an announcement.
قَدْ أَنْزَلَ اللَّهُ عَلَىَّ آيَاتٍ لَمْ يُرَ مِثْلُهُنَّ
Qad anzala-Llāhu ʿalayya āyātin lam yura mithluhunn
“Allah has sent down to me verses the like of which have never been seen.”
Where this comes from
Then he named them: say, I seek refuge in the Lord of people, to the end of the chapter, and say, I seek refuge in the Lord of daybreak, to the end of the chapter. Two short surahs at the very end of the Book, and this is how they were introduced.

Narrated 'Uqbah bin 'Amir Al-Juhani:that the Prophet (ﷺ) said: "Some Ayat have been revealed to me the likes of which have not been seen: Qul A'udhu Birabbin-Nas until the end of the Surah and Qul A'udhu Birabbil-Falaq until the end of the Surah
